State of the Nation Report

Welcome to GARA's first State of the Nation report.  This report summarises the various information that is available on issues relating to race and racism in Scotland, and is divided into a number of sections: general statistics, education, employment, housing, health, young people, political participation, criminal justice and community safety, racism and other information.  It is an attempt to point to major, overarching trends, and highlight the difficulties and inequalities that Black and Minority Ethnic (BME) people still face in various areas of life.  All information in this report was correct as of the end of the 2007/08 financial year.

Throughout the report, the term BME is used to refer to people who identify as Black and/or from a minority ethnic community.  This does not generally refer to people from White ethnic minorities (such as Jewish people, people from Gypsy and Traveller communities or A8 migrants), though may do so occasionally, depending on the source of information being used.  When this is the case, it is made clear in the text.  Although many people from minority ethnic backgrounds identify as Scottish or British for the purposes of the report they are often referred to by their ethnic background.

The data presented here comes from a variety of sources.  Due to this, some data is likely to be more reliable than others; for example, that data coming from the Census is likely to be more reliable than data resulting from a small-scale research survey, due to the smaller sample size used in the later.  However, such data has been included as it can be very useful in giving an indication of the experiences of BME people in Scotland in areas not covered by the Census or other large scale research studies.

Much of the data here is for Scotland as a whole, though where possible we have tried to focus on Glasgow.  Occasionally information has been used from elsewhere in Scotland or the UK, in order to give an idea of issues likely to be relevant to BME people in Scotland or Glasgow, but on whom no specific research has been carried out.

While some of the data absent from the report is data that is not available, it is likely that there is relevant information available that we at GARA are unaware of.  Therefore, this report is intended to be a working document, which will be available on this website, added to and amended as more information becomes available, and republished on a yearly basis.  We hope that as further reports are published it will also become possible to analyse changes from year to year.
